Elpidia was born on August 1, 1952 in Mulato. Chihuahua. Mexico to Jose Saenz and Benigna Heredia.

Elpidia is preceded in death by both her parents Jose Saenz and Benigna Heredia.

Elpidia is survived by her spouse Antonio Deanda, two sons Jose Cruz Rayos and Antonio Deanda, Jr. and one daughter Nancy Campos.
